In reply to your Despatch No. 48
of the 21st. ultimo, forwarding for report a copy of a
letter from Mr. H. E. Rae with regard to his son who was
stated to be in prison at Hongkong, I have the honour to
inform you that on the 15th. January last, V.C. Rae and
H. Woodington were landed in Hongkong from Manila in a
destitute condition. They alleged that they had been en-
-gaged in England by Messrs. Due, Fox and Son Broad

Street House, London, as foremen platelayers for the
Manila Railway Company at a salary of £300 per annum,
and

that on their arrival in Manila on the 7th. January, they
were informed by the Manager of the Company that they
could not be employed, as it was not permitted under the
American Law to employ foreigners under Contract. They
were at that time entirely without means and passages were
obtained
